“Start By Believing” or By Investigating? Is It Islamic to Accuse Without Investigation?

Responding in a rightful manner to a sexual assault survivor makes so much difference. Nevertheless, don’t we have some sort of moral and humanistic responsibility towards those who are accused of sexual misconduct? Is it true to accuse others openly of such horrible actions without proper investigation?
